Import existing cert_auth_backend_role config

Hi,

Hopefully this is the right channel to raise this in, please let me know if it should be elsewhere.

I am currently working on migrating a large amount of existing Vault configuration into Terraform, but have run into lack of import support for one of the resource kinds we need.

Also from my testing I also found a couple of bugs in the handling of this resource that are not consistent with other resources within terraform-provider-vault.

I raised 3 PRs last week, to address all of these issues, it is not clear to me however what the proper process is for this repo with regards to getting the PRs looked at and hopefully merged.

Also PR #2971 and #2972.

Appreciate any pointers on where / with whom to discuss this.
