Is it possible to block outgoing SSH flows between packer and AWS?

I’m having a problem with SSH streams from Packer to AWS.

This is because my company is blocking all SSH stream in and out, so I can’t connect to my AWS instance when building the image :

Is there a workaround? Knowing that I can pass streams to HTTPS.

And finally can we fix the IP addresses of the packer builder?
