Hello,

I am developing a [terraform provider for vercel](https://registry.terraform.io/providers/chronark/vercel/latest) and I lost my private gpg key and had to create a new one.

I followed the same steps as the first time from [this tutorial](https://www.terraform.io/docs/registry/providers/publishing.html) to add my new gpg key but eversince my tests for terraform versions 0.15.1 and above fail with the following error:
cannot run Terraform provider tests: unexpected error: openpgp: signature made by unknown entity

[Here](https://github.com/chronark/terraform-provider-vercel/runs/2711237347?check_suite_focus=true) is an example failed run.
