Is there a way to add tags to a resource group that I did not create ?
Unless the provider has a specific resource for resource group tags (which is probably unlikely) the solution would be to start managing the group within Terraform - so create some code describing the current settings, do a terraform import and then add the tags to your code. Note by doing that you are telling Terraform to manage that resource, so you need to ensure nothing else is doing so (including manually via the UI/CLI).
