Administrative tasks using terraform

We use Terraform Cloud extensively in our environment on Azure and AWS.

Currently we are evaluating if cloud administration activities can be undertaken using Terraform instead of logging into a cloud console. Has anyone in the community explored such avenues that we can reference to? Any additional inputs / guidance will be much helpful. Few examples given below:

  1. Triggering ad-hoc backup tasks
  2. Power On / Off of computes
  3. Resize of computes
