Associate Azure Firewall Policy with a Firewall

Has anyone found out how to associate an Azure Firewall Policy (azurerm_firewall_policy) with a Firewall? The registry says you should be able to with the “firewalls” argument, but when I attempt to use it it says the field cannot be set.
