Recently, the build has been taking a lot of time. Sometimes, it as slow as 15 to 25 minutes. But before there was no issue. Is that something related to packer or AWS

Have you upgraded Packer since before the slowness began? If not, it’s unlikely that it is a Packer issue.
It’s pretty common for builds to be that length, especially if you’re encrypting images or copying them between regions.
