We have a lot of virtual machines using Debian , first I need to install an OVA file then some packages to the machine to up and running
The question is can I do that using Packer ? can I use Packer with Free ESXI ?

Yes, this is done well with packer. See the vsphere plugin documentation
This I’m not so sure about. You will need write access to the API in order to do this. For sure it’s possible with the commercial version.
