Each.value.backend_instances is list of string with 2 elements

i’m trying to spin Load balancer in OCI i have written one script in that im trying to create one lb with multiple backendsets and each backendset has multiple backend
so when im looping multiple backendsets with for_each i could able to loop the backednsets value but inside each backendsets there are list of ips i have to again loop

there im getting the error

on main.tf line 33, in resource “oci_load_balancer_backend” “generic_load_balancer_backend”:
33: ip_address = “${each.value.backend_instances}”

Inappropriate value for attribute “ip_address”: string required.
