Importing the updated OpenSpec file takes long time and doesn't apply while pushing the changes using terraform to azure APIM

Hi Team, I am using Terraform(using Azure CLI) to deploy APIs into Azure API management. Whenever I update a Swagger File(OpenSpec) and apply the changes , Terraform takes longer time and doesn’t deploy it to Azure APIM.
Please help me here.
