According to the above git issue, ip_set_descriptors in aws_waf_ipset can be provided as a list.
However, the documentation (https://www.terraform.io/docs/providers/aws/r/waf_ipset.html) does not reflect this.
Which is correct?
Same question for aws_wafregional_ipset
