Looking for a secret engine with: read with peers confirmation

Hi.

Is it possible to implement next workflow:

  1. Have a key-value secret engine.
  2. Team/group of entities have read-write access.
  3. When a entity-peer wants to read any key, vault must receive confirmation from any of the other peer?
