Yeah, a good point about anonymizing

I want to thank you tbugfinder and stuart-c for helping me to figure out why this happens. It was because it has iam module which was pointing to another state file. And that state file has a version of 0.13.5. I fixed the issue.

This fixed my issue too. I had a terraform_remote_state pointing to an older state.
