Storing Terraform state in HCP is the easiest way to do it. If I am only using HCP for state storage, and not for planning or applying changes will I still need a paid plan if my state have more than 500 resources?

I asked around on this and what I have been told is the 500 RUM does apply when using TFC as the backend.
However, after 500 RUM (which is a soft limit) there is a mode where it is limited to 50 applies per month but unlimited RUM.
In that mode, it is called “degraded mode” (and the product warns the customer after going over 500). Since applies are run locally the 500 RUM limit is not enforced.
