when I create a rule using terraform it creates rules/acl in AWS WAF Classic. does anyone know how to create rules/acl in AWS WAF. I am terraform v0.12.24

Unfortunately WAFv2 is currently not supported in the AWS Provider. However the good news is that support is actively being finalized and will begin to rollout in the near future.
