Does the open source version of Vault provide dynamic refresh? For example, if an operation personnel changes the password of the Vault database, how can it take effect without restarting the application?

Using the dynamic secrets engine for databases, you can have a static role that will rotate the password for and is retrievable.
No, no, not just the database, but other configuration operations people on Vault will make changes, and the changes should take effect immediately
