Vault with three hosts, after stop of one no leader

Hi,
I have three Vault hosts. With a stop of one follower, there is no leader anymore.
I did that with a much older version, I could stop one follower and the leader stayed the leader. Have there been any change in the number of hosts?
My current version 1.11.3
Can stop one of four without loosing the leader?
