Weird log message

Hi,

I have a consul cluster of 4 servers in distributed in 2 sites.
The consul is 1.9.1.
I keep getting this weird log messages in my consul servers,
“[DEBUG] agent.router.manager: Rebalanced servers, new active server: number_of_servers=1 active_server=“XXX” (Addr:tcp/XXX:XXX)(DC:XXX)”
after some minutes, another one is written this time with number_of_servers=4 and different active.

What does it mean?
And how can i stop it from changing?

I am also getting this message and also see a spike in CPU at that time … It happens 2 times in 24 hours
