Azure Key Vault - Certificate Authority

Currently, we have an Azure Key Vault, storing certificates for 2 of our domains (app service, plan, etc. all within Azure).

My questions are:

Can you provision a Certificate Authority for the key vault certificates through Terraform, or does that have to be setup via the Azure UI?
Can you provision the Certificate Contacts for the key vault certificates through Terraform, or does that have to be setup via the Azure UI?
