Getting started

I am really new to IaaS. But it seems to me like if I already have my infrastructure built in Azure Cloud, I should be able to use a tool like TerraForm CLoud to be able to point it at Azure and then have it download/extract my IaaS configurations into my Azure DevOps Git repo.

Am I completely off on this? I am having a hard time getting started with TerraForm.
