nomad has support for kubecost? i need to apportion the cost of the cluster for different customers

No, Kubecost is a project built specifically for the Kubernetes ecosystem.
It’s not quite the same, but Nomad Enterprise has the ability to set quotas to help control resource usage.
If you’re using Terraform, Terraform Cloud can provide you cost estimates and the open source project infracost does a similar work.
