Nomad AutoScaler - Is is possible to set it up on on premise

We want to use nomad autoscaler to add nodes for our application setup within our data center. We have the automation in place to create the vm using terraform and ansible and are exploring nomad to do the trigger based of the autoscaler.

Is it possible to do so?
