User is not able to Login with Hashicorp Managed admin account password to their Windows server via RDP

User gets a display message “As a security Precaution the user account has been locked because there were too many logon attempts or password change attempts. Wait a while before trying again or contact your system administrator or technical support” while trying to Login with a hashicorp vault managed domain admin account to windows server via RDP. is this a cause of Policy enforcement from Windows server perspective or Active directory?

Can some one help in getting clarified that this has to anything with Hashicorpvault and how to resolve?
