Not possible to choose Tier/Sku on azurerm_frontdoor

Looking at

  1. Why?
  2. There´s a common azure front door for our respective environment / azure subscription. How can we, without defining the entire Frontdoor with all its rules, have separate terraform files that only work with the rules relevant to the actual site we are currently working with?
