ServiceNow Integration on ServiceNow Dev Instance

I cannot find any soultuion to test the integration in between ServiceNow and Terraform on a Dev Instance.
Why? Because I need to download Terrafrom via ServiceNow Store which is not possible for dev instance…

Please guide me for a workaround.
