This is a request for clarification about whether the inclusion of BUSL-licensed files in vault/sdk v0.25.1 is intentional

I noticed that vault/sdk v0.25.1 contains several files with BUSL license headers. Since previous HashiCorp communications indicate the Vault SDK is intended to remain MPL-2.0, could you clarify whether the inclusion of these files is intentional? If intentional, what is the expected licensing model for downstream SDK consumers? If not, is this a packaging or release issue?
